Going to supervised visits to see child?

Okay so my fiance has barely been aloud to see his child since shes been born roughly my fiance and his ex broke up around the childs age of 1 since then he either didnt see the child or only saw her one day every 2 weeks then once she found out he met me and would be living with me she then decided to stop visitation again and is telling him he can only see her with supervised visits because he has a violent past when we all know he doesnt nor would my 2 year old be near him if he did is there anyway he can see the child without supervised visits who he goes to for this to happen and whether or not he just goes till he can take her to court that way atleast he can see her regardless of him disagreeing with it.
